Chief Legal and Administrative Officer
Stephen joined Southwest Key Programs in the fall of 2018 and serves as the organization’s Chief Legal and Administrative Officer. In this role, Stephen leads the company’s legal, risk, claims, safety, and human resources groups and provides strategic assistance to and works on special assignments for the CEO and Board of Directors. Stephen came to Southwest Key with significant in-house and large law firm experience, having represented and counseled businesses, boards, senior officers, executives, directors, and management for nearly two decades on a wide range of legal issues spanning industries, states, and countries. Stephen has substantial trial, arbitration, mediation, negotiation, contract, transactional, government investigation, and internal investigation experience. He also has significant corporate governance, law department management, media relations, employee relations, government relations, and boardroom experience.
As the father of four children, and with personal and family connections to the issue of immigration, Stephen was drawn to Southwest Key because of its mission and the vulnerable populations it serves. While the issue of immigration has become overly and unjustly politicized in recent times, Stephen believes seeking the best solutions to help vulnerable children should be a unifying purpose for everyone. His time spent as a missionary in South America after his freshman year in college helped solidify that belief. Stephen attended Texas A&M University and the University of Houston Law School, where he received scholarships based on academic achievement and graduated in the top of his classes. Stephen has been recognized as a Super Lawyer Rising Star by Texas Monthly Magazine, a Lawyer on the Fast Track by H Texas Magazine, and a Best Corporate Counsel Nominee by the Houston Business Journal. He also has been a featured speaker and panelist at legal conferences in major markets across the country.
